Health & Safety File (H&S File)

Development of the Health & Safety File durin​g the pre-construction and construction phases of the project. A copy of the latest version of the File should be saved in Folder 08 (Health & Safety) of the project file.

When it applies:

Type A1, C and D1: Asset information only. A Health and Safety File is only required when building fabric or layout has been altered.

Asset Information records and Operation and Maintenance Manuals are required at Acceptance Into Service (AIS).

Type D2 and E: Production of the Health and Safety File is required.

Stages 1 to 4: The HSF is initiated during the Pre-Construction Information by the Principal Designer through stages 1 to 3 or 4

Stages 5 & 6: The Principal Contractor during stage 5 and 6 must compile the latest asset information, as-built drawings and surveys to complete the HSF. The format must be delivered to the Client as detailed within the NEC4 Contract.

It may be agreed within the NEC4 Contract that the Principal Designer compiles, collates the information issued by the Principal Contractor for inclusion, completes and delivers of the HSF to the Client.

Definition: The HSF is to detail key information about the completed project.

Purpose: The HSF details products, material, plant and machinery that may have consequences to the health and safety of users, maintainers, cleaners and construction workers of the structure such as but not limited to:

·       Hazards that could not be eliminated through the design and construction process.

-Include information on how these hazards have been addressed

-Known or suspected contaminated land, including ordnance, if not corrected as part of the construction works.

·       Key Structural Principles, for example:

-Bracing

-Point load information

-Pre or post tensioned members

-Safe working loads of floors and roofs

-Cantilever systems.

·       Any Remaining Hazardous Materials for example:

-Asbestos,

-Lead paints,

-Oils, and

-Special coatings.

·       Removal or dismantling of installation/system for example:

-Plant

-Equipment

-Glazing systems

-Air handling systems

-Internal partitioning (temporary).

·       Information about equipment provided for cleaning or maintaining the structure for example:

-Materials / substances to be used for cleaning of floors, walls, ceilings

-Mechanisms for cleaning windows

-Maintenance of plant / lifts.

-Note: Details on the use of any plant and machinery installed, is normally contained within the Operations and Maintenance Manual.

·       As Built Drawings including Design limitations

-Fire Strategy

-Door schedule

-Window Schedule

-Ventilation systems schedule.

Responsibility for producing and handing over the Health and Safety File at handover must be confirmed with the Client after appointment of the Principal Designer.

The appointed person must ensure the Health and Safety File is appropriately reviewed, updated and revised during and on completion of the construction phase to take account of any changes.​
